Introduction to Certification
Certification of Conformity (COC) is a safety certification requirement in Singapore. In order to protect consumer safety, the Singapore government promulgated the Consumer Protection (Safety Requirements) Regulations 2002 to replace the requirements of the 1991 Consumer Protection Regulations in order to implement the new Consumer Protection (Safety Requirements) Registration Scheme (CPS Scheme). (Singapore Consumer Protection (Safety Requirements) Registration Scheme (CPS Scheme)), which has been mandatory since April 1, 2002. At present, there is no mandatory requirement for EMC in Singapore.
In 1991, the Ministry of Trade and Industry (MTI) appointed the Singapore Standards Development Reform Committee (Standards, Productivity and Innovation for Growth, SPRING Singapore) as the safety agency responsible for administering the CPS Scheme to ensure that controlled electrical and electronic products comply with the Singapore Safety Standards requirements. Under the CPS program, any manufacturer, importer, distributor or retailer must register with SPRING as a registered supplier, obtain a COC certificate from a third party conformity assessment body (CABs) designated by SPRING or an MRA mutual recognition body, and affix a safety mark to their products in order to enter the Singapore market.
Product Scope
CoC certification covers a total of 45 types of products, mainly in the following categories.
1. Electronic products and AV-type electronic products transformer (Adaptor)
2. Audio products / TV sets / high-fidelity products / laser products / video products, etc. (Television / High-fidelity Set / Laser Disc Set / Video Cassette recorder)
3. Table lamps / floor lamps, etc. (Table or standing lamp)
4. Small appliances (Coffee maker, slow cooker, steam boat and similar appliances / Kettle / Rice Cooker / Hair Dryer / Hotplate and similar appliances etc)
5. Refrigerator / Mobile split air-conditioner / Room air-conditioner)
6. Fan products (Wall fan / Table or standing fan)
Application process
1. If the customer does not have CB, he/she needs to apply for CB test
2. Customer prepare the information and submit the application to Waltek
3. Waltek submits the information to the issuing agency, and generally 1-2 days to get the certificate number
4. The issuing agency reviews the documents and issues the CoC certificate
Certification Mark
Certificate number (XXYYYY-ZZ) Meaning.
XX = year of certificate (e.g. 01 for year 2001)

Singapore CGSR safety certification
Certification Introduction
CGSR system, the corresponding regulations is the Consumer Protection (Consumer Goods Safety Requirements) Regulations 2011, the Singapore government in order to strengthen consumer goods safety control, since April 1, 2011 In order to strengthen the safety control of consumer goods, the Singapore government has mandated the implementation of this system since April 1, 2011.
The CGSR system and the CPS system are both controlled by the Singapore Standards Development and Reform Committee (SPRING) safety certification system, but generally we focus more on the CPS system under the CoC certification, it is very easy to ignore the CGSR system. In fact, the CGSR system is a supplement to the CPS system, but also mandatory. For mandatory electrical and electronic products not under the CPS system, the vast majority will fall under the mandatory scope of the CGSR system (refer to the specific product range below.) CGSR is a system without the requirement of certification, and any manufacturer, importer, distributor and retailer must obtain the corresponding test report according to the requirements of the CGSR scheme.
The biggest difference between the two systems is that the CPS system favors the pre-market control of the product, which requires a CoC certificate based on the test report that meets the requirements, registration on the SPRING website, and the S-MARK mark on the product to enter the Singapore market. In contrast, because CGSR has no certification requirements, the products can be cleared freely, so more emphasis is placed on after-market (post-market) safety supervision after entering the market.
For consumer products within the mandatory scope of the CGSR but without the required test reports, a fine of up to US$2,000 or imprisonment of up to 12 months will be imposed for the first violation, and a fine of up to US$10,000 or imprisonment of up to 2 years will be imposed for subsequent or repeated violations.

The mandatory products of CGSR basically cover most of the consumer products, except for some products that have a separate control system (such as CPS system), as long as the consumer products that can be applied to ISO, IEC, EN, ASTM standards, are within the scope of CGSR control, the following list of more common consumer products: 1.

Application process
1. Waltek will determine whether the product is within the mandatory scope of CGSR based on the product documentation
2. If the product is within the mandatory scope, the test report will be issued based on the product test.

Singapore Energy Efficiency LabelEnergy Label
Certification Introduction
The Singapore Energy Label is controlled by the National Environment Agency (NEA). Since January 1, 2008, the mandatory Energy Label has been introduced, and the minimum energy efficiency standards are currently implemented for four types of products: air conditioners (single-phase non-ducted), single-phase refrigerators, single-phase washing machines, and single-phase TVs. The energy efficiency standards refer to ISO/IEC standards. There are currently 28 qualified laboratories, including DEKRA/CVC/ITS/UL/TUV/VDE/KTL, etc.
The holder of the energy efficiency label must be the actual importer and needs to register on the official website of NEA and submit application documents (energy efficiency test report/instructions/label) after becoming a registered supplier, and NEA will issue the Certificate of Registration (COR) after the audit is correct.

Application process
1. Customers prepare samples and documents and submit the application to Waltek HCT
2. If the customer does not have an energy efficiency report, send the sample to a qualified laboratory for testing and issue a test report after the test is completed
3. Waltek submits the energy efficiency report and related documents, and uses the importer ID to register on the NEA website
4. After the registration application is approved, NEA will issue the certificate.

IDA Singapore Certification
Certification Introduction
The Infocomm Development Authority of Singapore (IDA) is the agency that regulates wireless and telecommunications regulations in Singapore, and according to the Telecommunications Act cap.323, some wireless products and telecommunications products must be licensed by the IDA before entering the market. It should be noted that Singapore prohibits the following wireless communication products from entering the market.
Scanning receivers.
Military communication equipment.
Telephone voice change equipment.
Radio communication jamming equipment for use in any frequency band.
Radio communications equipment (e.g., cordless phones) for use in the 890MHz - 915MHz to 935MHz - 960MHz frequency bands, but not cellular cell phones or other regulatory agency-approved equipment.
Importers should ensure that imported equipment complies with relevant IDA technical specifications, such as line terminal equipment standards or radiocommunications equipment standards. after April 15, 2010, except for the above-mentioned prohibited telecommunications equipment and IDA mandatory equipment, other telecommunications equipment does not need to obtain approval before importation and can directly enter the Singapore market.
Product Scope
Basically includes all wireless communication products. the IDA equipment registration scheme includes the following 3 types of certification, each of which contains products as follows.
1. More simplified equipment registration (Enhanced Simplified Equipment Registration , ESER)
For complex multi-line devices or short-range devices / low-power ISM band devices (see the detailed list in the Telecommunications Equipment Registration Guide, Appendix B, Table B.1). Including PABX, TKS, ISDN equipment, DECT phones, WLAN, BT, RFID, wireless microphones, and radio monitoring, remote control and telemetry equipment, etc.
2. Simplified Equipment Registration (Simplified Equipment Registration , SER)
Cellular (2G/3G/GMPCS), mobile terminals, broadband access equipment (ADSL and cable modems)
3. General Equipment Registration (General Equipment Registration, GER)
In the "Telecommunications Equipment Registration Guide" Appendix B, Table B.1 in any type of equipment involved, as well as the mandatory need for IDA licenses for land mobile radio reception devices, mobile base stations, UWB and WBA equipment and short-range equipment
Application process
1. Customer prepares samples and documents and submits the application to Waltek
2. If the customer does not have CE R&TTE, Waltek will conduct the test and issue a test report after the test is completed
3. Waltek submits CE R&TTE report and related documents to IDA
4.Singapore agency IDA review the documents, no problem after issuing IDA certificate
