On January 21, 2016, the Ministry of Industry and Information Technology and other eight departments jointly issued the "Management Measures for the Restricted Use of Hazardous Substances in Electrical and Electronic Products" and came into effect on July 1, 2016, and the "Management Measures for Pollution Control of Electronic Information Products" announced on February 28, 2006 was repealed at the same time. Restrictions on the use of hazardous substances in electrical and electronic products management measures" and electronic information products pollution control management measures" compared to the product control become more extensive.

In order to better implement the restriction of hazardous substances in electrical and electronic products, the Ministry of Industry and Information Technology issued on March 15, 2018, the "Attainment Management Catalog (the first batch)" and the "Restricted Substances Exception List" to restrict the use of hazardous substances in products within the "Attainment Management Catalog (the first batch)", and prohibit the sale of products on the market for hazardous substances that exceed the standard and do not meet the exception requirements.

On May 17, 2019, the State Administration of Market Regulation and the Ministry of Industry and Information Technology issued an announcement on the "Implementation Arrangement of the Restricted Use of Hazardous Substances in Electrical and Electronic Products Conformity Assessment System," (hereinafter referred to as "Implementation Arrangement"), proposing that after November 1, 2019, the factory and imported products included in the "Attainment Management Catalog" should, in accordance with the requirements of the "Implementation Arrangement," the product hazardous substances restricted The use of conformity assessment. The "Implementation Arrangement" specifies two ways of conformity assessment: voluntary certification and self-declaration, enterprises can choose any one of their own products with their actual situation for conformity assessment. So far, China RoHS has officially stepped from hazardous substance labeling requirements to restricted use requirements.
